Help with sharpening an image

A buddy of mine is a Chiropractor and he is having some t-shirts made and he wanted me to design them. He found the main image that he wanted to use (the chiropractic angel symbol) and emailed it to me. I spent a lot of time trying to edit the image and letting him see what he might want me to add or take away. We finally got an image that he liked and wanted to go to print with. I just got an email from the printer saying that the image resolution is not high enough as it's on 72dpi and needs to be between 200-300dpi.
I was wondering if someone could help me out on getting this image as sharp as it can be done.
If it would be easier to email the .psd file then I could do that.

You need to convert it to a vector image so you can resize it as big or as small as you want without it degrading.

I've never done that before. How difficult would that be using Photoshop CS4?
