I'm making a round logo and I have everything set in place (which is probably the hard part) However, the edges are super rough and even the circles are rough and not smooth.

Anyway, to fix that and clean the image up a bit ?

Get Inkscape it's a free vector program. I think it is at inkscape.com or .org either way you can google it with no problems. Use this to recreate it an you will have a lot cleaner image. You can also change the size of it with out loosing quality. If you are uploading images I don't think it will make them any "tighter" but if they are not complicated you can trace over them.

I really hate GIMP but it was all I could use at the time. It took me a while to make it because I'm still a first time user but. I'd really hate to start from scratch again. I was hoping I could just some how smooth all the corners out. it kind of looks like I was using MS Paint or some bullshite.

FUUUUU.

Yeah, that's the difference between vectors and raster images. You might be able to blend the edges so the pixels aren't noticeable. But that will not give you sharp, clean edges.

There is an auto trace feature in Inkscape. You will still have to clean up the lines by hand but depending on the complexity, it can make the trace much easier.

I'd help you out but I am visiting the fam for Easter and don't have software. If you post it up, I can probably lend a hand next week.
