Funeral Photo Resizing

I have a friend who asked me to resize a specific photo for her uncle's obituary. Problem is the, the pic is only 29KB and it get's really blurry really quick if I try to use something simple like paint or picture manager to increase the size. I don't have Photoshop on this computer, but I do have HP Photosmart Premiere on another computer. Any body know if that can give a good picture, or maybe a good online photo editor. Any help would be appreciated, thanks.

Not sure maybe like 3x5 or 5x7. Something big enough to fit on the front of a church program the size of an 11.5x7 sheet of letter paper folded in half.

IDK if this is better, but I basically enlarged the photo and sharpened certain spots by painting over it

Ron's looks pretty good. There is only so much you can do with poor resolution. Try these two as well and see if they'll work.
