Best gif editing/creating app or website

New to this board so forgive me if this has been discussed before. I have a still picture and an existing gif. I want to add the still picture into the gif. What is the best app/website where I can do that? Something free is obviously preferable, but I don't mind spending a few bucks.

I'd highly recommend After Effects in that case. It's a great program with minimal learning curve but will take some time to get acclimated.
