Best free software to create a Transparent image?

I am looking to create a transparent image for a client from their logo so I can add it into an app.
I've tried Gimp, but I am image editing illiterate, is there a dummy proof way to create a transparent image and be able to resize, compress until it's a certain K and pixel dimensions?

Ask the client to send you a file that's already transparent

If you either post the logo or e-mail it to me, along with the size requirements, I'll do it for you. That seems like the easiest thing.
