Should I drop Torrey Smith to pick up eddie royal?

Should I start Torrey smith this week against carolina or drop him to pick up Eddie royal against the jags? Have had Torrey smith all season and hasn't done jack.

Torrey has been awful but Royal is not the answer, I'd hold
