Is EJ Manuel worth picking up?

I have RG3 as my starter (bye week 5) and my backup is Flacco. Manuel plays the browns on week 5. Will Flacco turn it around or should I drop him for Manuel?

I picked up Manuel for this week bc Cam is on his bye week. Manuel has been consitantly getting around 20 pts per weekin my league. 6 pt passing td league.

I agree he should be a good play later in the year around playoff time.
