Pink form being filled out at precinct

Can anyone give some insight into what these are? I noticed three people have to fill these out today at my precinct because something in the process wasn't right. Never seen it before.

Likely provisional ballots.
They're counted last if they can be verified-- they happen when people move and haven't gotten a new ID (in some states the DL must match the voting address- so if you get a new apartment and don't get a new license because you live in the same state and why would you...etc) or city records make a mistake, etc

Lady in front of me filled out a pink form. She was doing an address change.

Seems to make sense. The only hiccup with that is that I know for a fact that my addresses do not match, and nobody batted an eye at me. Just thought it was weird.

They might be at wrong polling place.
