How hawkish is Flynn?

Say he gets a major role such as SECDEF.
On a scale from 1 to Cheney, what are we looking at?
Need to focus on the homeland, but need a strong guy in that role if we must get involved.

SECDEF has to have been a civilian for 7 years.
