Excel to PDF

I can't imagine this is too difficult, I just want to make sure that I'm going about this the correct way.
The owner of my company has an excel spreadsheet that has probably 10 or so tabs. He keeps all the pricing info on these sheets. He wants to be able to distribute this out to the sales team whether it be via email, or via dropbox/drive. Specifically he wants to be able to do so in a password protected(in the event the sales guy has his phone/computer stolen), and read-only format. From what I gather, he wants this to be some kind of document that has a glossary or index at the beginning essentially with the names of all of the tabs, and the sales guys can click on the name and it pulls up the appropriate page.
Is Adobe the best vehicle to accomplish this?

Why not just use the excel file and password protect?
Create a first tab with links like a table of contents.

That way it’s easy to update if prices change.

I currently have it with all the sheets password protected and have an index sheet at the beginning with hyperlinks to each sheet. I'm running into issues with the mobile version of this though. Ideally we'd like the sales guys to be able to be out on a jobsite and pull up this document whether it be excel or pdf and see the most up to date pricing, rather than them having to save the document each time it's sent out...which is where the dropbox/drive comes in. I'm having issues with the mobile version though b/c it puts all the sheets out in a row at the top thus making you have to scroll to the right to get to them, which is where the index sheet came in; but now the hyperlinks don't work when attempted to open via email on an iphone. any suggestions?

Link a copy here and I’ll see what the issue is.

I would just copy over into Google sheets and share.

I think I have it figured out, but now I'm on to the distribution part.
What would be the best way to get it out to our guys so that they basically just pull up the file and it's got updated pricing. They don't have to save the updated version every time, they can just open it and it's got updated pricing. Similar to just opening a website or an app and the info is up to date. If I kept it as an excel or google sheets document would Drive or Dropbox be the best way to do this?

Any shared cloud platform would work. Google Drive, Dropbox, OneDrive, iCloud, etc.
If it’s an Excel file, Google will force it to Sheets when opened from Drive and may lose some functionality.

If you have google drive, turn into a google sheet. Share a link with your colleagues as view only. When you update, it will always have the current pricing. No need to resave. Also, you can see previous versions in Google later on.
