I can build one like the one you posted, and from what I've gleaned from some other posts, other guys can as well. there's also some tools that'll allow you to do it yourself, if you've got the time and patience.

Both sites mentioned are Wordpress sites. Buy a theme and start tinkering around on a developmental site with a backup of your existing site.
