iPhone contact sharing to other platforms

Every time someone does iPhone contact sharing with me (I don't know the procedure or what they use because I've never operated an iPhone in my life) I don't ever see anything. The iPhone user also does not receive any kind of warning that the contact share was not successful.
Does iPhone contact sharing only work to other iOS devices? Does it not just send a text or something with the info?
Is this a common problem or is this another problem related to me using my Google Voice number. I'll admit that Google has been disappointing me for years on this project, and Hangouts has not made it any better.

It sends a message that can only be deciphered by other iDevices. In my experience I've always just kept a screen cap of my contact info or taken one of whomevers I was sending and sent the contact info and the screen cap.
That way they have the info they need no matter what.

Really? I've shared contact card info via text to Android and never had a problem that I knew of.

I guess I'll have to sit down with an iUser and do some tests to my Google Voice number vs. my actual cellular number.
