Even if I were to accept this pablum at face value, wouldn’t it be equally affecting all our enemies or potential enemies - being “global” and all? So why is it something we should particularly address FROM A NATIONAL DEFENSE PERSPECTIVE?

It doesn’t make much sense to me.

I’m all for keeping our military ready no matter what the climate conditions, but I don’t see why anyone would ever see the need to try and have the military directly address “climate conditions.”
