They can do that to an officer? He’s been an 05 for a while, so he’ll have more than double the minimum time in grade at his 20. It must work differently for commissioned personnel.

Correct, he will have time in grade…However when an officer applies for retirement, a records review is conducted to see if there is any judicial or non judicial (Art 15, LoR, etc) punishments against that officer during his time in that grade, if so, an OGD is mandated and a General Officer in his chain of command provides a recommendation to the Service Secretary (actually his/her staff) to provide a determination. Spirit of intent is to determine if the officer served and discharged his duties in a manner commiserate with that rank. Pretty sure that’s not gonna go his way. Not arguing for one side or the other here, just speaking to the process and likely reality.
