It can be like that some days out there. You can weed through them and sometimes you will find an area or pocket holding some better class trout, or start fishing deeper water trying to find a ledge or other structure.
Those islands are the most finicky I have found when it comes to condition driven trout fishing. It can be dead or on fire from one hour to the next.
