Size should be the same or dare I say go to 11" and introduce a slot like redfish have. No reason to keep all the big girls and those little males aren't doing near as much good as even the mid sized girls.

This is similar to what I suggested in the survey. Decrease the pressure and the mortality rate, while increasing the number of big breeders by dropping down to a 15 fish limit, 11.5" min size , 20" slot size, no more than 2 over 20".
