What were the Trump spending proposals that the democrats fought?

Outside of the border wall, which was rather negligible in the grand scheme of things, was there anything the democrats in congress took a hard line against? Was there anything the Biden campaign campaigned against?
Since they're touting their fiscal responsibility and all, I'm just wondering where we could have done something differently and been in a better financial position today, but for Bad Ole Drumph!!!

Fiscal responsibility is about a balance sheet. What comes in and what goes out. They argue that buy reducing what comes in (by giving tax breaks to the top income earners), they increased the deficit irresponsibly.

Biden's statement specifically criticised Trump's "Tax AND SPEND" policies, though. He deliberately also included a spending aspect to his criticism, so I was wondering what he was referencing there.
Also, regardless, did revenue intakes go down?
