Every gas water heater I've ever had that had a problem wound up being the thermocoupler.
As for lighting the pilot light, roll up some paper real thin, light it and reach in to light the pilot light. Or maybe get one of those long BBQ type lighters at the supermarket and use it.
Just make sure you are depressing the control know to allow gas to flow to the pilot light. Just putting the knob on pilot does nada until you depress it to allow gas to flow.
