kWh use times the price per kWh that has been approved by the state. It also includes any fees and riders which pay for energy efficiency programs, previous storm recovery, vegetation management, etc.
Fuel charge is the per kWh charge for the fuel used to generate the electricity supplied by the RTO for your area.
Also, I’ve seen others say only the base rate is regulated. This is not true. Every charge to the penny has to be presented to the PUC and approved before being put on a bill. Even the bill design has to be approved.
