It's probably a heat shrink wrap. We use this stuff in shipping. The good stuff is 10 mils thick and will keep weather and wind out if the integrity is not compromised.

I have seen it look perfect after sitting on a truck traveling across the country. And I have seen it get a small hole in it and the wind will just tear it apart.

We used the same stuff at My old job for shipping as well.
