I was going to say Ki-Jana Carter because that dude was an absolute beast, but looking it up, he came in 2nd.
Like many in this thread, Eddie George vs Illinois. Brent Musburger on the telecast even called it saying "Ed Dee George putting up more Heisman trophy numbers!" on one of his long runs up the sideline. Such a dominant performance.
