If you charge at home, obviously you pay for the electricity. If you charge at work, I think most places let you do it for free. Public chargers you pay for use, but Tesla for example has "destination charging" where places like restaurants/hotels/etc provide free charging in exchange for your patronage.

Right now it’s free, businesses that allow plugging into their power in parking garages are starting to look at what it’s costing them. My DIL works in a Seattle office building, they are going to institute a flat fee for those that charge while at work. In addition to a parking permit, if the car is plugged in it will require having another permit indicating they paid up.
