Prescription opiate abuse is vastly a caucasian problem. Opiates tend to make certain whites high as a kite, blacks not so much. They are prescribed less because blacks use it less.

Physicians prescribe medication that they want the patient to use. It's not the other way around. Also, it's harder and more expensive to get prescription opioids because they are controlled by the authorities. Blacks can get the illegal drug easier and for less money, even though it's more dangerous all the way around.
