Thanks to the Jefferson Parish part of that congressional district. Cao got beat in Orleans Parish even though his opponent was under major federal indictment that was a national news story

And he lost re-election 2 years later when he wasn't up against an opponent with Bill Jefferson's indictment baggage. Only Republican since 1890 to win that district.
