were they able to request a mail in ballot that may have been used? Furthermore since there was no signature verification required for votes could the ballot then be adjudicated however they needed?

You obviously have no understanding of voter roll purges.

Raffensperger noted, “In each of these cases, the individual had no contact with Georgia’s elections officials in any way — either directly or through the Department of Driver Services – for two general elections.”

In other words: They didn’t vote in 2020.
