Actually what I think it was, was her not wanting him to push the issue and her feeling like she and the democratic party control the media so she was attempting to remind Lester of that.
Unfortunately for her Lester appeared to be a "Runaway slave" and was not bending the knee. Which left her gape mouthed and looking like an idiot.

More than likely she sees this as being a huge issue in 2024 so she doesnt want her run for President to be derailed by Biden's immigration policy. I am sure she never wanted Biden to put her in charge and has the attitude that he fricked it up so he should fix it.
