That's probably one of the few ways to do it.

But the unintended consequence of that is that instead of vets getting bought out, these Haves that know they're at the front of the line now would actually start trading for these players before the deadline. So it still doesn't help the small market teams get these guys, but it does help them if they're the team trading the player. So it would be an improvement. It would be better optics and force the Haves to pay for their extra help.
