Take one look at the people working for them. If you think you are going to get good service from those things, then you have never been to a Popeyes or any other fast food joint not named Chick-fil-a!

Back when the volunteers ran the stands, their groups got paid a percentage of sales, and the percentage increased with volume. They also got docked for too much spoilage. So, they had incentive to get it right.
The paid hourly employees have no such incentive.
