Yes, this is literally how these people think.
Yes, they are into the gun grab agenda heavily. In this case, the reason they didn't act is because they are focused on a very narrow political issue of "White Extremism" ( which is almost mythological, statistically), and since this case didn't feature that angle, they dropped it.

Same type of Soros backed PROMISE program, implemented by the Obama admin, which allowed the Parkland shooter to keep getting in trouble, not get removed from society , despite the warning signs.
