When overall stats don't tell the whole picture. Where are these suspensions occurring? Are there more suspensions in inner-city, high black population preschools and fewer overall suspensions in majority white areas/preschools?
Something similar came up in an "unconscious bias" training I had to take for my job and the guy talking about it said that black students in Mississippi (I live in KY so why he was talking about MS I have no idea) were suspended at a much higher rate than white students. But he failed to mention where those suspensions were occurring, the Delta, the Gulf Coast, rural MS. That information matters.
