In 1989, 25.8% of residents were Ukrainian.
In 2001, that number had dropped ever so slightly to 24%.
Russians made up 67% of the population in 1989, and 60% in 2001.
Sevastopol is major strategic asset for the Russians, and they couldn't afford to let it go. But I don't think their plan would have worked if it wasn't a Russian majority province. Demographics made the takeover possible.
