St Thomas.
Safe, plenty to do eating, drinking, shopping. Close enough to take a day trip to a couple of BVI if anyone wants. Should keep everyone from getting bored and offer something for everyone.

Personally I'd do St. John because it's a half hour closer to the BVI by boat.
BVI COVID restrictions are currently a 4 day quarantine upon arrival. Renting a catamaran or two would be great as you can tour the entire BVI on the trip. I'd use The Moorings for the rental.
