Says who. Other states their supreme courts have stated just the opposite. Example: New Jersey. Other than an Atty. Gen. in Louisiana , can you cite the constitutional prohibition to such a recall or any Louisiana case law to support your claim?

I agree.
If it is not specifically prohibited then by default it is permitted.
