Anyone know if the eviction one would stop evictions on people who are paying rent, but are on m2m lease? Say if the bldg owner wants to renovate the unit.

If you have a Federal backed loan on the home then yes, it stops all evictions regardless of intent if the tenant wants to stay.
If you don't have a Federal backed loan you can tell your tenant to GTFO for whatever reason (here in AR at least). The sheriffs here aren't actually enforcing evictions right now so I've had to watch for when evicted tenants leave and then change locks since this started. Then call the cops after they come back.
It's not fun and irresponsible to these people. They don't understand that it's only for certain places and think they don't have to pay rent.
