Arizona & The Plywood

In Arizona, did we ever figure out why they were putting up plywood on the windows while people were counting inside with the crowd outside? I really don't remember what ended up being the reason.

I thought that was Michigan. Maybe, both? There sure was a lot of cheating and frickery going on.

I think pizza boxes in Michigan or maybe PA. I hadn’t heard about plywood.
