Exactly. A substantial portion of the homeless population have a place they could live, but for whatever reason choose to not go there.

This is true. Back in April, the city put out hundreds of trailers to get them off the street. They stood, for the most part, half empty. They couldn't get these people out of the tents and into shelters. It's a problem all over the city and suburbs now. Utterly ridiculous. The city closed their mental institutions so now can' forcibly put them anywhere except jail. But then they are out the next day. They need to open up the institutions an force these people to get mental and addition help.
