The 60 days part is marginally legal, as NY state has stringent laws about your presence in NY state qualifying you for in state rates.

Requiring you to pay a wealth tax for 10 years after leaving? SCOTUS would bitch slap them for that.

But ONLY for the income you earn while in the state, right? They can't possibly tax you on income earned somewhere else when you weren't a resident in the state. Can they?

What's next?

"We, as California, are now going to tax all residents of Tennessee, Montana and Virginia. 10% of any income they earn anywhere."
