You can not do this legally and there is a good chance someone offering to sell you said handgun could be setting you up. A person can not legally buy a handgun out of state. The handgun to legally be transferred has to be shipped to a FFL in the state that you live

If you wanted buy out of state I would do so away from a gun show, perhaps buy from an friend in a gun friendly state
