The value of a vehicle is only a small portion of the total cost of insurance. When you're dealing with insuring a teenager, it's almost meaningless. The majority of the cost of insurance is for LIABILITY - not the value of a vehicle - and when you're insuring a teenager, the cost of that liability is going to be very high.
