Well, that's stupid. It neither means nor implies that. It means that racism is built into the laws (the system). A minority of policemen are racist and harass black people because they are racist. That is NOT systemic. If a majority of them did it there would be a case for labeling it systemic. If there were laws - as there were about water fountains, bus rides, etc - THAT would be systemic.

As I posted above, the laws discriminating against white people and Asians are examples of systemic racism.

Please name one law that discriminates against minorities. You see the law is black and white, how it is subjectively applied is the problem.
