That's not how this works. LSU does not run out of room. Sure that is theoretically possible, but they will mostly let in people who meet the qualifications.
Private colleges are different.

You know as well as I, this isn't about "room", rather it's about the Federal money available. For example, my step son made a 29 on his ACT (subtle brag) and has all his schooling paid for.
He's a 20 year old white male that's using up the resources that could be better used by others.
