At this point, I think the bailout talks are more about the election and politics than anything else.
Pelosi has included bailout for trial lawyers who want to sue companies who have employees tested positive for covid and republicans have money for all sorts of unnecessary stuff.
The whole thing is a money grab.

They have used Covid for cover to sneak in all their pet looney tunes pork projects in the bill. 3/4 of the stuff has nothing to do with Covid and everything to do with buying votes.
