The "phases" are totally arbitrary. There is no uniformity between states/cities. One Govenor/mayor's "phase 3" might be another's "phase 5". It's just useless semantics
The governor arbitrarily decides he wants to. That's it. There is no baseline metric/data-point/level that signifies it is "safe" to move to phase whatever. "Safe" is COMPLETELY arbitrary, undefined and left SOLELY to the whims of the top elected official in a state/city. Remember when the "goal" was to "flatten the curve"? We blew by that in a few weeks. The government officials figured that wouldn't happen so quickly. But drunk with unilateral power and control, they weren't going to give up on the most fabricated "crisis" in modern US history so quickly (Note: the virus is not fabricated. The "crisis" is).
This is the most egregious episode of government overreach in modern US history. It ends either when the majority of people decide they have absolutely had enough or when keeping the charade going is no longer politically expedient to a significant level.
Sorry for the longwinded response. But if you are looking for a specific metric to signify the end, you'll never find it because it doesn't exist
