Thanks for posting something actually interesting rather than your usual continuous propaganda drivel.
The low case rates there IS very interesting. I've been studying that because I'll be headed there in November for vacation. I think it's one of the safer (and few) places that Americans can travel now.
There are definitely governments covering things up, but the rates are still low even when this is factored in. Previous immunity is a good theory. Malaria may be a factor though it hasn't helped South America much.
