It's true. The government decided after the 1980s farm crisis that they were going into business of managed food production. They put out the programs like CRP to control how many acres are in production. NRCS is involved in all sorts of land resource practices. There is government crop insurance programs. The government incentivizes farmers to enroll in these programs but farmers don't have to, they're just to good to pass up.
You can argue the government shouldn't be involved like this, I'll listen to that argument. I also understand why, to stabilize land prices, provide a stable food supply that we can use to export and leverage against other countries.
United States farmers producing enough to feed the world puts us in a pretty dominant position.
