By wanting to roll all of the Tier II and III level stuff from football into the IARP, they are setting up the escalators of lack of institutional control for the entire AD that would then escalate the penalties from football as well as basketball in severity.

Essentially this is give us Wade or we torch the AD entirely and football gets caught up in all of this.

Go look what recently happened with Kansas and the inclusion of the issues with football. They asked for the football issues to be separate, and was denied, which worry many of the KU faithful. This is a major concern due to adding additional escalators after the impact of OSUs recent ruling that came a shock to many regarding the harshness of penalty that had much fewer infractions.

The major change here is not the IARP, but the IARP in conjunction with the new harsher penalty matrix and better defined infraction defintions. The IARP would just be following the guidelines that that NCAA already set out.
