On an evolutionary time scale I would say that either Orcas or some other type of dolphin would eventually return to the land and become the next intelligent being running the planet lol.
Seriously though the answer is some type of marine mammal would eventually rule!!!

Orcas are the top of the food chain by a mile when all things are equal.
They're already pretty damn smart, and they'd stand a good chance of surviving/thriving long-term with humans out of the equation.
