Isn't this controlled at the State level? How much power does the President have to force State's to adopt some sort of Voter ID law? Maybe threaten some sort of federal funding, but unless that funding is tied directly to federal voting, I'm not sure how constitutional that would be.

Yes, it's controlled at state level. The fed govt has funds allocated to distribute to states to assist with elections. There has been an increase in federal funding requests by states specifically to upgrade voting devices, upgrade cyber security, and ensure paper duplicates to be able to audit completely digital voting devices to ensure accurate voting. The House passed that bill and it stalled in the senate.
