It is no different than a salary cap. NCAA membership is completely voluntary. There is not even a remote chance at anti-trust because there would be no money being pocketed by anyone. Also, amateur status wouldn't be ignored. You get paid for play, you are not eligible.
Pro sports have anti-trust exemptions, which I believe should be removed although not the subject of the thread.
Whether the NCAA membership is voluntary or not is immaterial, as forming an agreement to stop or impede trade i.e. compensation is improper or illegal in nature.
The NCAA really has no ability to stop compensation legally to players or coaches or staff, although they have been pretty successful of staying out of jail by trying to stop the players... that is over now or soon will be.
What the schools (by and thru the NCAA) did was setup a racket, the gig is up now or soon will be... what you propose is actually a continuing and even an expanding the racket that is beginning stages of crumbling. Let me give you a hint, everyone knows what the colleges have been doing is illegal, but the gig is up now.

Incorrect. That is no different for the current NCAA. People keep grasping on to anti-trust bullshite with no understanding what the NCAA is and isn't.
