I personally think AD budgets should be limited by the NCAA or whatever ruling authority. It should be such that winning is determined completely on the practice field and the games.
Yeah but the problem is the players can receive money from third parties. Big time college sports is set for a massive fall, small time college sports will go on like normal.
Also, if budgets are limited that is most probably an anti-trust violation as that filters down.

It is no different than a salary cap. NCAA membership is completely voluntary. There is not even a remote chance at anti-trust because there would be no money being pocketed by anyone.
Also, amateur status wouldn't be ignored. You get paid for play, you are not eligible.
